I am instructed to inform you that our Manager in Hongkong, writing under date the 24th ultimo, reports that there are many signs of unrest and disorder there, which may in time develop into serious rioting involving the use of troops, and he adds that, in his opinion the Hongkong Government is not acting with sufficient firmness, nor making a plain shew of force.

In drawing your attention to this expression of opinion by our Manager, I am to add that during the three weeks which have elapsed since the date of our Manager's letter no serious trouble, so far as we are aware, has occurred, but my Directors will be glad to have an assurance from you that His Majesty's Government both in Hongkong and at home recognise the possibility of serious trouble in Hongkong and have taken all necessary precautions for the protection of the lives and property of British subjects.
